Instructions for making an information request (description of document publicity)

The purpose of a document publicity description is to make it easier for citizens to make information requests. This description is part of the implementation of the Information Management Act (Act on Information Management in Public Administration 906/2019) of the University of Lapland.

Information requests made on a public document

Everyone has the right to access the information on an authority’s public document (621/1999 Act on the Openness of Government Activities). When an information request is made on a public document, the requester need not justify the information request or specify what the information will be used for.

Information requests made on confidential documents

When an information request is made on a confidential document, the requester must specify the purpose for which the information was requested, and they must be able to verify their identity.


Making and processing an information request

Send your information request to the Records Office of the Lapland University by e-mail kirjaamo@ulapland.fi or by mail to University of Lapland, P.O. box 122, FI-96101 Rovaniemi.

Please specify as precisely as possible which matter or document your request concerns. The following are examples of specific information:

  • The name of the matter, project, business, community or person
  • Case number
  • Date.

The information request is registered at the Records Office. Responses to information requests are sent as soon as possible, within two weeks at latest. If the request concerns larger document entities or requires more work than usual, the request will be responded to within two months.


Fees

The University of Lapland charges a fee for information requests of which processing takes more than half an hour. After half an hour, the processing costs €45 (+ VAT 25.5 %)/ hour for each starting hour.

Processing information requests subject to a fee

  1. The Records Office informs you of the cost of the fee before fulfilling the information request.
  2. After you accept the price, pay the fee to the University of Lapland’s account:

  3. Send the receipt of the payment to the Records Office by e-mail, kirjaamo@ulapland.fi.
  4. The university processes the information request and delivers the response to you.

If you are a party to the matter, you will not be charged a fee for processing the information request.
